About this position

We are looking to hire a consultant to support the Climate Change Division (“CCS/CBA”) in Barbados in the monitoring-reporting-verification (MRV) of the milestones agreed under the debt for nature transaction by Barbados under the MSP Unit leadership. Including the identification and interpretation of appropriate indicators, baselines, data collection and analysis procedures, and documentation and reporting standards.

You will work for the Climate Change Division (“CCS/CBA”), which is part of the Climate Change and Sustainability Sector (“CSD”). This team is responsible for advising IDB management and developing policies, strategies, operational guidelines, and programs on issues relevant to the sector, as well as related areas. In addition, CSD carries out relevant sector research, analytical work, sector practices and case studies on climate change and sustainability. As a division of CSD, CSD/CCS provides support: (i) in the mainstreaming of climate change in the actions and operations of the IDB Group and (ii) in the mainstreaming of climate change in the regional countries of the IDB Group through support to the ministries of environment, planning, and economy and finance of the region. Both axes share the objective of strengthening climate policy at the subnational, national, and regional levels.

What you’ll do:

The consultant will be assigned to the MPS Unit under the Ministry of Environment and National Beautification, Green and Blue Economy (MENB). The objective of the consultancy is to perform the following activities under the requirements of the Debt for Nature transaction and BESF:

Data Collection:

  • Review the Debt for Nature transaction requirements and BESF reporting conditions, based on this information build a reporting document to systematize the collection of the required data (baseline, source, etc.)
  • Review existing processes in the collection and input of data regarding Barbados’s marine ecosystems in general, and marine protected areas more specifically. Use the reports of the GIS specialist of the MPS Unit and identify synergies/cross fertilization with data commitments under the Debt forNature transaction and BESF reporting requirements.
  • Identify potential climate finance support (concessional and non-concessional) towards adaptation and mitigation efforts in collaboration with the MENB and other key ministries. The review should include a description on types of financial flows (public bilateral and multilateral) necessary to support on-going effective MRV of Barbados marine areas.
  • Data Reporting/Emission Calculation. This aspect of the consultancy will focus on the enhancement of the current data collection, including the activities as follows:
  • Review and assess the functionality of the marine environments in Barbados, and recommend steps and technical needs to enhance a digital platform to support MRV, including technological architecture, automation approaches to data collection and input, and other essential inputs. Include a comparative analysis of state-of-the-art technologies available and potential costs.
  • Recommend best technology to host-link the finance tracking module/system feature to a GIS based map for tracking such investments island-wide and coordinate work with the Marine Geospatial Analysis consultant.
  • Recommend technical approach for the national investment tracking systems linked to the MSP process.
  • Data Verification. This aspect of the consultancy will focus on the verification dimension of the MRV system, including the following activities:
  • Recommend technologies to automate data verification process flow, system routine digital tools to measure and control Quality Control and Quality Assurance.
  • Recommend data security protocols in accordance with best international standards and practices.
  • Support the activities of the Marine Spatial Plan Unit, Coastal Zone Management Unit through the following:
  • Updating and maintaining the project work plan to ensure that the project remains on schedule.
  • Track project activities using the appropriate project management tools and techniques.
  • Prepare monitoring and evaluation reports and studies which clearly identify slippages and risks in project activities and recommend measures to resolve these challenges.
  • Assist with the preparing of reports including monthly progress reports and other project related documentation.
  • Assist with the collection, compilation and analysis of data.
  • Assist with the procurement of goods and services.
  • Capacity Building Module. This aspect of the consultancy will focus on the capacity building including the following activities:
  • Deliver a training on the MRV needs and requirements of the Government under the Debt for Nature transaction..
  • Identify and prepare module outlines for virtual and in-person training events that can strengthen the MRV work carried out by key departments and units within the MPS unit and other entities involved in the MSP process.

What you'll need

  • Education: Master’s degree or equivalent in Public Policy, Environmental Studies, Planning, Climate Change Policy, Sustainable Energy, Natural Resources Management, Project Management or any other related field.
  • Experience: At least 2 years of relevant professional experience or the equivalent combination of education and experience in office support related activities are required. Experience in an international/multilateral organization is a plus.
  • Languages: Proficiency in English and one of the other Bank official languages (Spanish, French or Portuguese) is required.

Requirements:

  • Citizenship: You are a citizen of Barbados.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
